Executive Director
MPEC/AFT Healthcare Maryland

Based in Baltimore, MD

The Maryland Professional Employees Council and AFT Healthcare Maryland are seeking an Executive Director.

The Executive Director reports to the President of Maryland Professional Employees Council (membership 5,000 professional state employees) and the President for AFT Healthcare Maryland (membership 1,800 professional state healthcare employees).

The Executive Director manages the internal, external community and political organizing programs of the unions and has direct supervision over the Field Coordinators for both unions.

Areas of Work and Responsibility:

Staff Management, Direction, and Development

  • Daily supervision of the Field Coordinators and other staff as directed by the elected officers
  • Develop organization budget
  • Provide required reporting for annual audit, and other documentation
  • Provide accurate reports to the unions’ executive boards
  • Oversee organizing goals with assistance of the national union


  • Advance the culture of organizing throughout the union
  • Build the membership density in the unions’ bargaining units
  • Oversee the training and development of union stewards and activists

Collective Bargaining

  • Oversee all collective bargaining efforts
  • Collaborate with staff to develop best practices in preparing for negotiations and interactions with the employers

Legislative Efforts

  • Supervise all legislative activities
  • Work with leadership to develop yearly legislative agendas

Liaison to Allies

  • Develop and maintain organizational relationships with affiliate unions, community and other allies.


  • Maintain and improve the unions’ internal and external communications.

The Executive Director requires a high level of judgment, leadership and commitment to the goals of the Maryland Professional Employees Council and AFT Healthcare Maryland. Organizing and building union power for professionals in Maryland state service is the highest priority of the membership.

Experience as Executive Director, or similar position in the labor movement, or closely related field. Including experience in supervising staff.

  • Proven leadership skills and experience; demonstrated track record of good judgement in highly complex situations involving staff, member leadership, and political relationships;
  • Significant experience in bargaining/representation, organizing, and or political work in the labor movement;
  • Excellent communication and writing skills. The proven ability to craft sharp and compelling negotiation and political campaigns, messages, raps, literature; the ability to train others on campaign messaging and delivery techniques;
  • Exhibit good analytical skills that produce good strategic decisions;
  • Commitment to the labor movement and a strong work ethic; functions with a high-level of integrity, transparency, and ability to give and receive feedback;
  • Experience with writing and managing a budget;
  • Basic Computer Skills, ability to use Excel Spreadsheets, Google Documents, other Data bases.
  • Moderate travel required
  • Valid Driver’s License

Compensation Commensurate with experience. Health Insurance and a 401K offered.
