Purpose
The Organizing Representative position will be working within Nevada, with a specific focus on representing state workers throughout Nevada. The Organizing Representative has the overall responsibilities of ensuring compliance with Federal and Nevada State employment laws and regulations, particularly in the interpretation and application of the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), and the Americans with Disabilities Act (ADA).

This position has a wide range of responsibilities and is involved in assisting local and subordinate chapters representing a variety of occupations. These groups may be spread throughout various facilities throughout the state of Nevada.

PRIMARY RESPONSIBILITIES (Examples provide a general summary of the type of work that is required.)

  • Legal Compliance:
    • Demonstrate in-depth knowledge and the ability to interpret Federal and Nevada State employment laws and regulations.
    • Apply expertise in the interpretation and application of the EMRB, FLSA, FMLA, and ADA.
  • Collective Bargaining Agreements:
    • Enforce and oversee the implementation of collective bargaining agreements.
    • Advocate for the rights of workers and ensure compliance with negotiated terms and conditions.
  • Labor-Management Committees:
    • Organize and lead labor-management committees to enhance communication and collaboration between labor and management.
  • Grievance Handling:
    • File individual and agency-wide grievances, representing the interests of workers throughout the process.
  • Investigations and Hearings:
    • Attend investigations and pre-disciplinary hearings, ensuring fair representation of workers.
    • Represent workers in arbitrations and termination appeals.
  • Training and Orientations:
    • Conduct new employee orientations to ensure a smooth onboarding process.
    • Facilitate contract education trainings, steward trainings, and organizing meetings.
  • Chapter Meetings:
    • Attend monthly chapter meetings to stay informed about the needs and concerns of the workforce.
  • Organizing:
    • Identifies worker leaders, and educates and transforms them into activists, stewards, leaders.
    • Develops and leads worker mobilizations for internal and external organizing and political efforts. Will be engaged in: worksite activities, home visits, and political and legislative meetings and forums that relate to the workers’ economics and working conditions.
    • Assists stewards and other work site leaders in developing strategies for contract negotiations, contract campaigns, legislative campaigns, internal organizing, AFSCME Strong, anti-privatization fights and other leading programs of the union.
    • Maintains regular communication with leaders and members through local union meetings (i.e. worksite meetings at various hours, general membership and executive board), job site visits, one-on-one meetings, and house visits to maintain member rapport, monitor worker attitudes and to guide their activity on behalf of the union.
  • Performs other duties as assigned

Directions and Decision Making
This position reports to the Administrators and the AFSCME Local 4041 Executive Officers. The Organizing Representative works independently, but keeps supervisor regularly apprised of developments during organizing activities.

Education and Experience
High school diploma or equivalent and 3 to 5 years of relevant organizing/servicing experience, or any combination of education and experience which provides the following knowledge, skills and abilities:

  • Knowledge of labor unions and labor relations and servicing union members at a professional level.
  • Proven experience as a Labor Representative or similar role
  • Extensive knowledge of Federal and Nevada State employment laws and regulations
  • Familiarity with the interpretation and application of EMRB, FLSA, FMLA, and ADA
  • Ability to handle grievances, investigations, hearings, and enforce collective bargaining
  • Experience in conducting orientations and various types of training sessions
  • Knowledge of computers and applicable software.
  • Ability to plan and coordinate work activities and keep detailed records and file reports in a timely manner.
  • Ability to establish and maintain effective work relationships with employees and members.
  • Ability to work long hours independently to accomplish union’s objectives, including some weekends.
  • Ability to conduct research and gather information for negotiations, arbitrations, strategy development and other servicing activities.
  • Ability to negotiate collective bargaining agreements.
  • Ability to keep abreast of political and legislative activity that impact our workers and pursue a political and legislative strategy and plan of action on behalf of the workers we represent.
  • Strong writing and communication skills, including the ability to develop persuasive written and graphic documents.
  • Ability to effectively plan workers actions including strikes.
  • Bilingual skills desirable.

Physical Requirements (as required by ADA)
Work is performed in a variety of employment settings including workers’ homes, neighborhoods, and worksites, county and municipal government forums and events. Driving, travel, temporary assignments, and extended work hours may be required. Valid driver’s license required.

Salary and Benefits Package:

  • Salary Range: $50,000 - $55,000, commensurate with experience
