Position
Reporting to the Director of Education, Operations and Organizational Development, the Human Resources & Finance Manager is responsible for leading the HR/Finance team in developing and managing the HR and financial affairs for the of the Local and advising the Executive Director, Senior Team and the Executive Board in making financial and HR decisions for the union. The Manager develops policy, and directs and coordinates financial and human resource affairs of the Union, such as employment, compensation, staff union relations, benefits, training, and employee services, as well as developing and monitoring budgets, internal financial policies, reports and internal controls and audits. S/he will build and supervise a HR/Finance team to manage effective and streamlined systems within the department including financial, accounting, and human resource (HR).Specific Supervisory

Responsibilities
Provides management, direction, coaching and counseling to staff. Directly supervises Financial Assistants, as well as temporary staffing as needed, in a unionized work environment.

Specific Human Resources responsibilities include:

  • Develops and maintains a human resources system with policies that comply with federal and state laws.
  • Coordinates with hiring Directors and Managers to assist and support the recruitment, interviewing, testing, and selection process of employees to fill vacant positions.
  • Maintains all personnel records in accordance with local policies and law.
  • With the DEOOD, coordinates and oversees the implementation of Local’s employee life-cycle strategy, including new employee recruitment & interviewing, hiring and onboarding, training and development, promotions, performance review, separations and enforcement of all policies and procedures.
  • Advises management in appropriate resolution of all employee issues.
  • Responds to staff inquiries regarding policies, procedures, and programs.
  • Administers benefits programs covered by contracts and personnel policies, including health & welfare, retirement, leave and employee assistance programs.
  • Oversees investigation and handling of all incidents, including administration of all insurance claims.

Financial Management

  • Prepare monthly and annual financial reports, and other accounting as requested for the Executive Director, Financial Officers and Executive Board.
  • Oversee and prepare annual budget for Local, including revenue and expense projections in coordination with Executive Director, Financial Officers, for Executive Board approval.
  • Coordinate all audit activities for external auditors, including overseeing of preparation of all local’s accounts.
  • Ensure effective implementation and processing of all International Union requirements and reporting, including pension and 401K contributions and benefit administration, Per Capita Tax Payments, minimum dues reporting and other actions as necessary.
  • Oversee and manage all local’s financial accounts.
  • Oversee and manage all of the Local’s dues payments and refund processing.
  • Manage and troubleshoot A/P and A/R, payroll, reconciliations of general ledger, month end close/journal entries, benefits, union leave, staff expense processing.
  • Oversee coordination and timely payment to the Union’s PAC accounts, including interface with Local’s external counsel.
  • Manage relationships with all vendors and contractors providing services supporting all departments.

Qualifications

The Finance & Human Resources Manager will have the following experience and attributes:

  • Have at least five to eight years of professional experience (including progressive leadership experience), including managing the finances and HR of a comparable sized non-profit or union organization (preference given to nonprofit experience).
  • Bachelor’s degree or MBA in Business, Management, Human Resources or Finance, CPA preferred.
  • Excellent people skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team and with diverse member leadership including elected officers and Board.
  • Demonstrated experience in financial management and accounting, ideally in a union or nonprofit sector.
  • Must be an expert on Quickbooks, Excel, Microsoft Windows, and be proficient working on Google Drive
  • Experience should include audit, compliance, and budget. Knowledge and experience in employment law, compensation, human resources, benefits administration and compensation programs.
  • Proven effectiveness in leading professionals in human resources, finance and accounting.
  • Flexible and a self-starter, able to multi-task while also being highly detail-oriented.
  • Personal qualities of integrity, credibility, and a commitment  to 3299’s Vision and Goals.
  • Excellent oral and written communication skills.
  • Willingness to work long and irregular hours and participate in all union wide activities.
  • Valid driver’s license, working automobile and valid auto insurance.
