Policy Specialist for Trade and International Economics

OVERVIEW OF RESPONSIBILITIES:
The Advocacy Hub/Policy team analyzes and develops social policy, economic policy and international trade policy. The team’s work informs development of the AFL-CIO Working Families Agenda.

The Policy Specialist for Trade & International Economics is responsible for analysis of U.S. trade and investment flows, trade law and international negotiations and their impact on American workers.

The Policy Specialist for Trade & International Economics works under the supervision of the International Director, and in close coordination with the International team and the Office of the President.

DESCRIPTION OF DUTIES:

Research and Policy Development and Analysis

  • Conduct international trade policy analysis and research including research on trade flows, international negotiations and their impact on American workers.
  • Advance AFL-CIO international trade campaign and agenda.
  • Represent the AFL-CIO in international trade meetings and negotiations.
  • Develop educational materials, arguments, fact sheets and strategy plans for international trade policy issues.
  • Monitor and intervene in academic debates around international trade issues.
  • Draft congressional testimony, AFL-CIO policy statements and pamphlets.
  • Respond to affiliate information requests.

Technical Support

  • Advises and provides technical support to AFL-CIO officers, senior staff and other departments, affiliate unions and other labor organizations and allied organizations on all aspects of trade and investment flows, trade law and international negotiations and their impact on American workers.

Liaison

  • Represents the AFL-CIO in a variety of public forums, including policy conferences, in Washington and nationally.
  • Delivers public presentations and responds to information requests on trade and investment flows and impact of trade on American workers.
  • In coordination with the International Director, liaison with international labor union bodies and foreign labor movements.

Reporting

  • Keeps the director and assistant director fully informed on a regular basis on issues affecting departmental programs.
  • Prepares and submits regular and ad hoc reports on departmental activities as required.

Other

  • Performs other duties as required.

QUALIFICATIONS:

Education

  • Graduate degree in Economics, Law, Public Policy, International Affairs, or related field.
  • A minimum of five years’ experience in research and policy analysis.
  • Demonstrated experience in evaluating and developing technical legislative, regulatory and other policy proposals.

Skills

  • Excellent written and oral communication skills, including the ability to produce clear and timely analysis of current issues.
  • Quantitative analytic capacity a plus.
  • Experience with global institutions, especially the international labor organization.
  • Understanding of congressional processes.
  • Strong inter-personal skills, including experience in convening and managing constituency groups and others involved in policy development, developing/managing education efforts, and legislative activities.
  • Proficiency in Internet-based research, word processing, spreadsheet programs, and e-mail programs.
  • Demonstrated ability to assess domestic impact of international agreements.
  • Demonstrated ability to communicate complex technical concepts to a variety of audiences.
  • Excellent public speaking skills, including demonstrated ability to appear before large groups.
  • Demonstrated effectiveness working in politically sensitive and high-pressure environments.
  • Demonstrated ability to build teams and work effectively in a team environment, in both a lead and support role.
  • Flexibility to travel in performance of duties.
