Policy Analyst
Detention and Deportation

Based in Oakland or Sacramento, CA
(remote location possible)


POSITION SUMMARY
The Policy Analyst plays a vital role in CIPC’s efforts to end unjust detentions and deportations. She is responsible for tracking and monitoring local and regional entanglement between law enforcement agencies and federal immigration authorities. In addition, she produces analysis on the impact of bills, legislation, and regulations on low-income immigrants and their families in California. As part of the detention and deportation work, the Analyst will be responsible for supporting the implementation of the California Values Act, the TRUTH ACT, and other recently enacted legislation. The Analyst will help devise CIPC’s strategy on new tactics to push back on detention and deportations.

This Policy Analyst can be based in any CIPC office throughout the state (Los Angeles, Oakland or Sacramento). Remote employment will be considered for the right applicant. Travel to other cities and occasional travel across the nation is also required.

The Analyst reports to the Policy Director and will work within cross-department teams.

RESPONSIBILITIES

  • Assess and research the impact of bills, legislation, and regulations related to assigned campaigns such as unjust detention and deportation programs, and civil rights issues;
  • Inform campaign strategies and recognize political opportunities;
  • Track national, state and local policy and legislative developments and activities relevant to CIPC priorities;
  • Support a broad range of activities to monitor the implementation of the CA Values Act and related bills, including the TRUST Act and TRUTH Act;
  • Coordination of the statewide ICE Out of CA coalition;
  • Conduct issue spotting and identify fact patterns that present opportunities for legal or policy advocacy to further disentangle local law enforcement agencies from immigration enforcement;
  • Provide technical assistance and strategic counsel to local coalitions working on law enforcement advocacy and monitoring compliance with state law;
  • Conduct and oversee research into emerging practices and trends in law enforcement activities that disproportionately impact immigrants and communities of color—including the use of joint task forces, government databases, and retention of private companies to counsel on implementation—that can be used in the creation of persuasive written documents;
  • Serve as a resource on issues impacting the rights of immigrants in California by conducting trainings for member orgs and responding to speaking requests as needed; and
  • Identify, cultivate, and maintain key partners and networks.

MINIMUM REQUIREMENTS/ QUALIFICATIONS

  • 3-4 years of experience working in detention and deportation related policy in California;
  • Demonstrated commitment to immigrant rights—background in immigrants’ rights, immigration law, civil rights, or criminal justice issues;
  • Track record of working with diverse communities in California;
  • Experience advocating for inclusive public policies;
  • Knowledge of key federal immigration laws and programs ;
  • Familiarity with California legislation with significant impact on immigrant communities;
  • Experience working with non-profit organizations, especially immigrant rights groups and community-based organizations;
  • Master’s degree with a minimum of 2 years related experience. Will accept a combination of experience and education in lieu of a degree;
  • Experience research and analyzing complex public policy issues; Comprehensive knowledge of the policy making process; ability to read and summarize legislation effectively, ability to comprehend dense and complex legislative language and explain legislation in lay terms;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited precedence and standardization exists; and
  • Experience with and knowledge of computer operation; knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.). Must have above-average Word skills

Salary commensurate with experience.
