Position: Healthcare Policy and Research Analyst

Responsibilities: The Healthcare Policy and Research Analyst studies and assesses the long term care sector of the healthcare industry and long term care regulatory policy to advance initiatives that improve the lives of healthcare workers and their communities while providing strategic analysis for union campaigns to help long term care workers unite and advocate for good jobs and quality healthcare for all.

The Healthcare Policy and Research Analyst performs a wide range of duties which include but is not limited to:

  • Monitoring and analyzing long term care industry changes and trends and government legislation, policies, and regulations and their impact on long term care workers
  • Gathering and analyzing data on business operations of and procedures performed by key long term care industry actors to support union organizing and collective bargaining campaigns
  • Developing public policy positions on healthcare access, financing, workforce development, quality, and other key issues
  • Researching and drafting policy related documents including authoring reports, responding to proposals by state agencies, commenting on new initiatives, and preparing proposed legislation and amendments
  • Collaborating with long term care reform stakeholders and allies to develop policy and build coalition efforts to advance economic and social justice
  • Representing the union in key healthcare policy forums
  • Educating union members, staff, and leaders on changes and trends in the long term care industry
  • Developing policy options and advocacy initiatives to hold long term care industry actors accountable to high standards of corporate social responsibility and improve the lives of workers, patients, and their communities
  • Collaborating with union leaders to develop strategy that creates opportunities for victory for long term care workers organizing unions and advocating for quality healthcare and a better life for working people
  • Taking initiative to generate creative strategy options to help long term care workers organize and win improvements in the long term care industry


  • Demonstrated ability to tackle research problems of a financial, economic, political or social scientific nature, including quantitative, analytical, and critical thinking skills, including ability to formulate hypothetical campaign strategy concepts for research
  • Experience analyzing public sector or private corporate finances
  • Ability to find the story in the data and ability to use data to tell a story
  • Ability in clear writing and public presentations to distill complicated findings into explanations that varied audiences can understand
  • Leadership and judgment in strategic campaigns in sensitive political environments
  • Knowledge of word processing, spreadsheets, data storage and transfer systems, and PowerPoint
  • Ability to work independently, in a team, and under tight deadlines
  • Undergraduate degree or higher degree in economics, health policy, or another public policy field, history or social science, law, or quantitative or analytical sciences
  • Knowledge of healthcare policy preferred
  • Experience with strategic union organizing or bargaining campaigns preferred
  • Willingness to work long and irregular hours and travel as required
  • Demonstrated commitment to social and racial justice and the cause of labor

Periodic travel to and work in Harrisburg as well as occasional travel around or outside the Pennsylvania; valid driver’s license and personal vehicle required.
