Senior Strategic Research Associate

Based in Washington, DC


The Senior Strategic Research Associate will help develop and implement campaign strategy and coordinate policy advocacy for CWA’s campaign to organize workers and raise standards at federal and state government contractors, particularly call centers. CWA members work in telecom, media, technology, health and human services, and other sectors, including publicly-contracted service provision. In 2021, CWA and our allies are escalating a campaign to win improved protections for workers’ rights and labor standards in federal contracting. Through strategic research, coalition-building, political advocacy and on-the-ground mobilization, CWA is supporting union organizing campaigns among workers on public contracts at both the federal and state level.


  1. Help lead campaign strategy development and execution in collaboration with team members, under the direction of the Organizing Director and CWA leadership.
  2. Develop research and analysis on public contracting policy, track solicitations, identify best practices, assist in gathering worker stories and evidence to make the case for structural improvements to procurement policy.
  3. Work with coalition partners and CWA Legislative-Political and Communications Departments to advance pro-worker policy reforms and interventions, centering workers’ voices and union campaigns.
  4. Lead and mentor other researchers in strategic corporate research and policy research.
  5. Report to and work under the guidance of the CWA’s Research Director and collaboratively with campaign teams.

Job Qualifications

  1. Bachelor’s degree required, and master’s degree a plus, in relevant field (e.g., policy, public finance, industrial relations, economics).
  2. Five years or more relevant work experience in the labor movement, public policy, community organizing, or other related field; preference will be given to those with more than 7 years’ experience.
  3. Experience in program development and campaign planning required, with a strong preference for candidates with experience in leadership roles on large multi-faceted campaigns.
  4. Excellent analytic and decision-making skills for developing campaign strategies.
  5. Strong quantitative skills, including basic financial analysis.
  6. Excellent writing and communications skills, including ability to write and produce final written research reports, analyses and campaign communications.
  7. Ability to present findings and recommendations in form of written reports or group presentations.
  8. Knowledge of public procurement policy is a plus.
  9. Experience in collective bargaining and union-oriented strategic research is a plus.
  10. Commitment to the labor movement and progressive, democratic principles is essential.

Job Specifications

  • Wages: $67,003 to $116,182 annually, depending on experience.
  • Benefits, and other terms as described in the Memorandum of Agreement.
  • The position is covered by The Guild contract with CWA.
