Labor Relations Specialist

Job Summary
A Labor Relations Specialist serves as a liaison between NEA and NEASO on issues related to the NEA/NEASO Contractual Bargaining Agreement (CBA). The main responsibility of this position is to help administer and facilitate issues between NEASO members and management, as a representative of NEASO, in accordance with the CBA. Common tasks include drafting proposals, communicating between union leaders and organization managers, and dealing with compensation and work environment complaints. This position reports directly to the NEASO President, or their designee.

Job Responsibilities

  • Provide advice and guidance to Executive Committee/Board of Directors, as needed, during labor relations issues and NEA/NEASO contract negotiations, engage in the drafting of NEASO policies, and meeting facilitation with union representatives;
  • Oversee collective bargaining procedures, including drafting, reviewing and modifying proposals, verifying legal contract terminology and suggesting additional rules and regulations as necessary;
  • Communicate effectively with NEA managers, NEASO Officers and union representatives daily to create a positive working environment, address worker grievances and verify compliance with contractual protocols;
  • Analyze current NEASO contracts and Human Resources (HR) policies to determine overall state of employee relations and make innovative changes to improve morale, efficiency and overall performance;
  • Manage labor grievances in collaboration with the appropriate NEASO Committee Chair(s) as needed by investigating circumstances of incident, validity of claims, adherence to contract policies and completion of resolution procedures;
  • Coordinate with HR and other NEA Departments and Centers to create and sustain positive employee relations and facilitate effective communications between employees and management;
  • Travel at least one day per week to NEASO-MB located in Gaithersburg, Maryland. Participate on committees and in meetings as required by Member Benefits;
  • Develop and present informational briefings for management to improve understanding of labor relations and promote improved contract and management solutions;
  • Assist NEASO during crisis situations, such as labor strikes, to facilitate effective negotiations and resolve issues quickly; and
  • Work collaboratively with NEASO staff to create a constructive and inviting atmosphere in the NEASO Office;
  • Participate in NSO activities and trainings as directed;
  • Perform other duties as directed by the NEASO President.

Job Skills & Qualifications

  • Bachelor’s degree in labor relations or related field
  • Minimum 5-years’ experience in human resources or employee relations
  • Strong decision-making skills with ability to manage multiple projects at once
  • Exceptional verbal and written communications abilities with conflict resolution experience
  • Detail-oriented and dedicated to meeting deadlines


  • Professional training in labor law or collective bargaining
  • Experience in initiating and engaging in restorative practice and process

Working Conditions

  • Work is conducted mostly in an office environment and in conference rooms
  • There is heavy computer and telephone usage
  • Long hours may be required and work on the weekends is not uncommon
  • Some travel will be expected
