Lead Field Representative

Based in Portland, OR


The Laborers’ International Union of North America (LIUNA), Local 483, is looking for a full-time Lead Field Representative. Laborers’ Local 483 is a dynamic, member-driven labor union that represents approximately 1500 public employees, with bargaining units in the City of Portland and beyond.

Qualifications and Experience

  1. Five years public and/or private sector employee collective bargaining experience: organizing, contract development and negotiations, municipal budget analysis, grievance administration and arbitration procedures, working knowledge of public employee collective bargaining laws and national labor relations law and practice, membership recruitment, representational petition campaigns and elections and training.
  2. Broad understanding of the critical issues and problems facing labor unions and workers in Oregon and the nation.
  3. Knowledge of, and experience with, internal and external organizing campaigns.
  4. Current Oregon driver’s license

Duties and Responsibilities

  1. As directed and in collaboration with the Business Manager, overseeing and implementing day-to-day duties of Local 483 field representatives
  2. Working with the Business Manager to implement strategies and goals developed by Local 483 leadership
  3. Advising and assisting field representatives on filing grievances and unfair labor practice charges, representing members at hearings, engaging assistance from legal counsel as needed
  4. Maintaining a comprehensive database of all representational issues to include timeline monitoring
  5. Designing and running internal and external organizing campaigns
  6. Designing and running internal membership drives and contract action teams
  7. Drafting and editing contract language
  8. Negotiating collective bargaining contracts using traditional and non-traditional formats and models
  9. Analyzing employer budgets, policies, and organizational documents
  10. Conducting training sessions for stewards/members

Knowledge, Skills, and Abilities:

  1. Knowledge of public and private sector labor law
  2. Knowledge of collective bargaining laws
  3. Ability to work rapidly and accurately during rush periods
  4. Ability to strategize, organize, plan activities, and set priorities
  5. Ability to take charge and to direct, develop and coordinate activities
  6. Ability to work independently with a minimum of supervision
  7. Ability to research work-related questions in appropriate sources
  8. Ability to strategize and plan a collective bargaining campaign
  9. Ability to negotiate collective bargaining agreements from initial surveys through completion
  10. Ability to accurately and coherently compose correspondence, charges, grievances, arbitration briefs, basic campaign literature, flyers, and bargaining language
  11. Ability to make public presentations to audiences in a range of venues
  12. Ability to design and present training sessions
