Deputy Director
Global Trade Watch Division

Public Citizen seeks a strategic and experienced manager to serve as Deputy Director for our Global Trade Watch (GTW) division. The Deputy Director works with GTW’s D.C. team and allied organizations in the U.S. and abroad to manage various grassroots, national and international campaigns and GTW’s vibrant research, field and press operations. Based in Public Citizen’s D.C. Capitol Hill office, GTW’s Deputy Director works with the Director and the Senior Staff Team to develop strategies and campaigns. The Deputy Director coordinates the activities of GTW’s Field, Research, Communications and Administrative teams to ensure that the entire group operates together effectively. The Deputy Director helps develop and maintain relationships with allied organizations and grasstops leaders. The Deputy Director works with the Director to recruit and train staff and supervises all GTW daily operations. The Deputy Director works closely with the Director to conduct GTW’s fundraising program and manage finances.

Global Trade Watch designs strategies and campaigns that operate simultaneously on the local, national and international levels to challenge the current corporate-led globalization model and fight for more economically fair, socially just, environmentally sustainable and democratic alternatives. “Trade” agreements, such as the World Trade Organization (WTO) and the North American Free Trade Agreement (NAFTA), have become powerful tools to expand corporate power and lock in new corporate rights. Decisions that affect our daily lives are shifted to venues where those who will live with the results have no role. Even when governments or public opinion change, once established, these strongly enforced rules are nearly impossible to alter.

Unless this “trade” regime is changed, many hard-won public interest policies – regarding financial regulation, environmental and food safety protections, climate change and the environment, affordable health care, internet freedom, and more – are at risk of challenge and rollback. The goal of our work is to empower people, the majority of whom are the losers under the status-quo “trade” model, to build demand for change. Given the role that the U.S. government and corporations play promoting the current damaging globalization model, GTW’s commitment to changing U.S. policy is a key contribution to the inspiring global justice movement with whom we work internationally.

Specific Responsibilities:

  1. Team Management
    • Primarily responsible for the day-to-day coordination and management of a fast-paced, highly flexible legislative, field, media, digital and research operation, ensuring effective communication, time management and task prioritization among 10 team members, in close cooperation with domestic and international allies and coalitions.
    • Recruit, hire, train and be involved with all personnel matters in consultation with the Director.
  2. Analysis and Advocacy
    • Assist Director in representing GTW with coalition allies, government contacts, and the media.
    • Serve as lead team writer, drafting and editing press releases, statements, sign-on letters, infographics, op-eds and other materials.
    • Along with the Director, help maintain GTW’s extensive domestic and international relationships with civil society leaders and government officials, and develop new relationships to further GTW’s campaigns. Supervise junior staff to manage a number of international coalition relationships.
    • In collaboration with communications team, ensure a steady stream of accurate and compelling content for GTW-managed Facebook, Twitter, and Instagram platforms and websites.
    • Develop strategy with the Director and field team to expand a vast and effective field operation to build grassroots and grasstops action to achieve our goals, including via electronic outreach programs.
    • Work with the Director, Research Director and other staff to ensure professional, accurate and timely publication of key analyses, reports, fact sheets, testimony, and other important documents, including
    • In coordination with the Director, field and communications teams, manage coalition events and actions including petition deliveries, press conferences, congressional briefings, national days-of-action, rallies, webinars, and panel discussions.
  3. Fundraising Management
    • Coordinate with Director, Public Citizen’s development team and CFO in developing foundation proposals, budgets, and financial reports.
    • Develop deliverables lists from foundation proposal work plans to ensure we accomplish the work described in our proposals. In cooperation with senior staff, ensure the team stays on schedule to complete the listed work products and projects.
    • Direct the staff reporting process and draft foundation reports in compliance with each funder’s requirement.
    • Work with the Director to develop an annual budget for GTW and to oversee finances and legal issues relating to foundation grants, lobbying reporting and more.
  4. Other duties and responsibilities as assigned.

Requirements:

  • Education: Bachelor’s degree preferred – equivalent experience may be substituted. Degree or training in management a plus.
  • Work Experience: Position requires a minimum of 7 years experience in advocacy, campaigning, Hill staffing or communications dealing with legislative or issue campaigns. Experience in foundation and other fundraising a plus.
  • Knowledge: Familiarity with the following: the legislative process, grassroots organizing and media; the U.S. nongovernmental organization and labor sectors; Congress and political protocol; fundraising and team management. Working knowledge of trade and globalization issues a plus; however, we will invest in training a candidate with strong campaigning and management skills and commitment to Global Trade Watch’s goals.
  • Skills: Excellent political judgment and organizing skills regarding time management, prioritization, project tracking and follow-through. Ability to effectively lead, manage and support people under often changing and sometimes stressful campaign conditions. Proven experience in developing and executing multifaceted campaigns. Excellent interpersonal, writing and verbal skills are required. Editing skills a plus.
  • Capabilities: High energy and enthusiasm. Ability to work well with a wide range of people. Excellent attention to detail. Works well under pressure and maintains calm in stressful situations. Can handle multiple tasks at once and adapt to changing situations.
  • Conditions: Strong interest in and commitment to the public interest and promotion of the goals of Public Citizen's Global Trade Watch. Minimum three-year commitment.
