Salary Range: $117,565 – $158,276

Develop, implement, and execute AFSCME’s field and mobilization programs, including member engagement, partner work, grassroot lobbying, and general public programs. Assists others in the department with execution of strategic goals. Develop systems for tracking programs. Research, test and utilize new technologies and voter tools. Supervise staff assigned to field and mobilization efforts.


  • Coordinates programs with state and national tables, as well as allies and other unions.
  • Develops, implements, and evaluates political and field campaigns, including federal, state, and local elections.
  • Makes recommendations and provides strategic guidance for AFSCME involvement in said campaigns.
  • Develops and oversees member and hybrid campaign efforts.
  • Works with Federal Government Affairs Department on grassroot strategies and programs.
  • Develops and tracks campaign budgets and works with campaign finance and compliance staff to ensure proper reporting and resource allocation.
  • Represents Department at various forums and functions.
  • Utilizes advanced targeting, data, and research to enhance field, communications, PEOPLE, and voter contact programs.
  • Develops and nurtures relationships with community partners and allies at the federal, state, and local level to advance the Department and AFSCME’s agenda.
  • Provides written reports on electoral and union developments and works with other staff to do the same.
  • May perform other duties as assigned.

Education and Experience

  • Graduation from an accredited four-year college or university with course work in political science or other related degree program.

Skills Requirements:

  • A minimum of ten (10) years of related experience with demonstrated competency in management of programs and previous supervision of staff or any equivalent combination of education and experience which provides the following knowledge, skills, and abilities.
  • Thorough knowledge of electoral campaigns, including media, field, voter contact, polling, research, and communications operations.
  • Ability to draft and execute political, field plans and budgets.
  • Ability to analyze and comprehend polls, including crosstabs.
  • Ability to recruit, train and supervise staff.
  • Ability to develop and maintain professional relationships with council and local affiliate leaders, staff, and activists as well as coalition partners and political operatives.
  • Advanced understanding of data and targeting, including micro-targeting, NCEC and demographic targeting.
  • Advanced understanding of AFSCME operations at the national, state, and local level.
  • Effective skills in public speaking and training, and written communication skills.
  • Knowledge of campaign databases and voter files.
  • Ability to monitor campaign developments and make recommendations based on those developments.

Travel & Work hours

  • Travel and extended work hours are required.
