POSITION DESCRIPTION
Under the direction of MNA’s Director of Governmental and Community Relations, the Manager of Practice and Education will oversee MNA’s Practice & Education Departments.

The major responsibilities for this person will be to supervise, direct, and evaluate department staff, oversee MNA’s continuing education program, lead the research, analysis and resolution of nursing practice issues, effectively integrate the organizational strategic priorities and act as a spokesperson when appropriate for these areas when necessary.

KEY RESPONSIBILITIES

  • Lead the monitoring and addressing of trends in nursing including but not limited to encroachment into nursing practice by other licensed and unlicensed health caregivers, deskilling and fragmentation of the profession, deregulation through movement of services from inpatient to outpatient and home settings, technology and occupational hazards including violence in the workplace.
  • Work with Director of Governmental and Community Relations to develop and implement, as approved by MNA’s Board of Directors and Executive Director, strategic plans to protect nursing practice and educate members to advance the organization’s goals and priorities.
  • Work across departments to coordinate and collaborate on issues in nursing practice related to legislation, regulatory agencies, workplace or negotiations.
  • Facilitate relationships with regulatory agencies that interact with nurse and healthcare licensing, nurse discipline, healthcare worker background checks and other applicable areas. This includes but is not limited to the Minnesota Board of Nursing, the Minnesota Department of Health and Minnesota Department of Human Services.
  • Collaborate on oversight and coordination of MNA’s safe staffing program and healthcare reform initiatives. This position will coordinate campaigns, coalition building, and other strategic planning associated with these issues. This position will also coordinate with the Director of Governmental and Community Relations to further these priorities within the political arenas.
  • Coordinate the development and implementation of union-wide, membership-based education and practice programs that are integrated with the rest of the union strategic plan.
  • Inform and educate staff and member leaders regarding practice, education and other applicable developments that may affect the union.
  • In coordination with the Director of Governmental and Community Relations, develop and manage a budget that ensures strong stewardship of members’ dues, concentrating on a return for investment for all campaigns.
  • Manage the overall work of various committees including but not limited to MNA’s Nursing Practice & Education Commission, Health and Safety Committee, Mental Health Committee, & Minnesota Nurses Association Foundation and ensure the coordination of these member groups with other MNA member groups and the MNA Board of Directors.
  • Supervise department Administrative Assistant and ensure professional staff have adequate administrative support.
  • Other duties as assigned.

SUPERVISION OVER
Nursing Practice and Regulatory Affairs Specialists; Labor Education Specialist; Nurse Education Specialists; Practice, Education and Communications Assistant; other staff as assigned.

Qualifications
Required:

  • Master's degree in nursing
  • Current RN license
  • 5-10 years of acute care nursing experience
  • 5 years of experience with labor unions
  • Experience managing staff, including but not limited to administrative and leadership functions

Preferred:

  • Familiarity with adult education
  • Previous leadership experience within both unions and acute care nursing
  • Extensive understanding and knowledge of the Minnesota Nurse Practice Act and nurse staffing
  • Experience in leadership, project management, education, research, and cross departmental collaboration
  • Ability to lead individuals and groups through visionary goal setting and strategic planning processes.
  • Experience coordinating or managing projects and staff in multiple departments and/or roles
  • Ability to travel, and to work nights and weekends on occasion
  • Demonstrated ability to multitask, use databases and technology
  • Demonstrated ability to facilitate projects and teams
  • Proven success in high paced and time sensitive projects
  • Proficient in scholarly writing including grammar, punctuation, and spelling.
  • Other combinations of education and experience which could provide the necessary knowledge and skills will be evaluated individually.
