Director of Private Sector Membership Representation

Based in New Jersey

 

The Health Professionals and Allied Employees (HPAE) is the largest union of Registered Nurses and health care professionals in New Jersey and an affiliate of the American Federation of Teachers (AFT). With more than 14,000 members in our 20 locals, we are a union of nurses, social workers, therapists, technicians, medical researchers, and other healthcare professionals. We work in hospitals, nursing homes, home care agencies, blood banks, and university research facilities throughout New Jersey and the Philadelphia area. We are a leading voice bargaining and advocating for safer standards in healthcare to improve patient care and protect our healthcare workforce.

Reports to Executive Director

Responsibilities include:

  • Coordinate and direct the collective bargaining, contract administration, and union building programs of the State Federation with team of staff representatives within the union’s private sector representation department and in coordination with local union leaders.
  • Lead the development and implementation of strategic bargaining campaigns, including multi-unit coordinated bargaining and joint bargaining, align campaign goals with the union's organizing and political goals.
  • Provide direction, technical support, and guidance to staff in contract negotiations and, if necessary, serve as the chief spokesperson in negotiations with private sector employers.
  • Provide direction and technical support to staff engaged in contract administration and grievance handling. Ensure an effective system for tracking, reporting, and coordinating grievance files and timelines. Serve as a resource for union’s arbitration committee.
  • Provide direction to staff in the development and implementation of internal organizing and member engagement programs through participation in contract campaigns, issue organizing, and effective member communications. Coordinate strikes and other job actions as necessary.
  • Establish internal organizing benchmarks for staff and locals. Develop and maintain methods to chart, track, quantify, analyze, and report progress.
  • Collaborate in the development and implementation of union leadership education and training programs for local officers, worksite leaders, and union activists including new member orientation programs. Serve as a resource and mentor for local leaders and staff.
  • Collaborate with Public Policy Director and staff on all political and legislative, strategic research, community outreach, public relations and communications needs to support contract campaigns.
  • Consult with HPAE General Counsel on legal strategies and to assure compliance with all applicable laws.
  • With approval from the Executive Director, recruit and hire staff representatives. Direct and oversee staff’s professional development, individualized assignments and workplans, and relevant personnel issues. Provide coaching, counseling, and discipline as needed.
  • Serve on a leadership team with other Department Directors to run the programs of the organization and implement the State Federation’s strategic plans under the direction of the Executive Director and the leadership of the HPAE State Officers.
  • Travel and in-person work required. Must live in New Jersey, vicinity considered. Some tele-work possible.

Successful candidates will have:

  • Ability to see big picture, and along with other directors and leaders, conceptualize coordinated state-wide campaign.
  • A record of leading successful campaigns.
  • Experience serving as a chief negotiator in bargaining.
  • Prior experience in a supervisory capacity or lead capacity.
  • Minimum of 10 years of overall experience working for labor unions.
  • Understanding of the laws and regulations governing unions.
  • Strong interpersonal skills and ability to effectively communicate (written and verbal).
  • Able to work well in teams and diverse groups.
  • BA/BS in related field or equivalent experience preferred.
  • Valid driver’s license and self-insured vehicle.
  • Preference to those with direct experience in the healthcare industry.

Compensation Package: Salary commensurate with experience.
