I. INTRODUCTION:
This position is located in AFGE’s Office of the General Counsel (GCO). GCO serves as the union’s primary source of legal strategy, advice, and representation in matters ranging from administrative and court litigation to legislative and regulatory analysis, negotiation, and drafting. GCO’s work encompasses labor-management relations, civil service and personnel administration, pay and benefits, internal union governance, business and commercial transactions, and aspects of criminal and general legal practice, providing counsel to the union’s officers, staff, members, and organizational components. Under the general supervision of the General Counsel and Deputy General Counsel, the incumbent will supervise complex and highly confidential legal matters requiring exceptional discretion, advanced analytical skills, strong writing ability, and deep familiarity with applicable law and jurisprudence. This position is excluded from all bargaining units.
II. MAJOR DUTIES AND RESPONSIBILITIES
The incumbent serves as a senior attorney and assistant to the General Counsel and Deputy General Counsel, with supervisory responsibility over assigned attorneys and staff. They oversee and participate in complex litigation in judicial and administrative forums. The role also includes managing Federal Labor Relations Representational work and assisting with management of field representation work. The incumbent also directs legal work in areas such as internal operations, legislation, labor-management relations, and appeals, reviewing work product, and providing guidance to ensure alignment with the union’s objectives.
III. WORK ENVIRONMENT
This job operates in a professional environment working to establish Federation and Departmental goals. The incumbent will routinely use standard office equipment such as computers, fax machines, scanners, and phones. Long hours are periodically required. The employee will periodically be required to do some lifting and/or move items over ten pounds.
IV. CONTROLS OVER WORK
The incumbent reports to the National President, through the General Counsel, who sets overall objectives and policies, specify resources, and provides administrative and litigation direction, and to the Deputy General Counsel, who acts in the absence of the General Counsel. Independently plans and conducts litigation functions; resolves most conflicts; coordinates work with others as necessary and interprets policy on own initiative in terms of established union objectives. Discusses emerging policy, and major changes with the General Counsel, National President, and Members of the Executive Council.
V. OTHER SIGNIFICANT FACTS:
Qualifications for this position are:
- B.A. or B.S. degree and LL.B. or J.D. degree.
- Admitted practicing in one of the jurisdictions of the United States.
- Admitted practicing or eligible to practice in the bar of the U.S. District Court for the District of Columbia.
- Possess the ability to meet and deal appropriately with government officials at the Departmental level, staff for members of Congress, AFGE staff, members of AFGE’s National Executive Council, National Representatives, AFGE affiliates’ officials, and officials of other unions.
- Significant court experience and a demonstrated capability to perform with minimal supervision at various judicial levels.

VII. COMPENSATION
The salary range for this position is G-13A/14A ($132,376.01 to $ 200,208.88).
